“Director of Armenian NSS Takes Action to Promote International Cooperation and Improve Operational Standards, Reports Zhoghovurd Newspaper”

The “Zhoghovurd” newspaper has reported that Gagik Vanoyan, the Director of the National Security Service (NSS), is attempting to establish contacts with high-ranking officials from 44 countries in order to promote cooperation. Despite lacking a professional education, Vanoyan had previously become the head of the public service of the NSS. His efforts involve sending letters of invitation to verify the operations carried out by authorized representatives of intelligence services who drive vehicles with red license plates.

In one instance, Vanoyan found a license plate number used by the intelligence agencies to be invalid, as it violated the established working standards and referenced the Vienna Convention on diplomatic relations and operational instructions. It is worth noting that the Republic of Armenia has officially notified 51 foreign intelligence services about the activities of its own intelligence agencies.

Besides his role as the Director of the NSS, Gagik Vanoyan is also the head of the federation of martial arts in the Republic of Armenia. In his capacity as a physicist, technician, and specialist, he is responsible for preserving the scientific achievements of the country in the field of intelligence. Vanoyan has been actively inviting representatives from various fields to the NSS, organizing meetings, and attempting to combat administrative corruption within the organization. Additionally, he aims to formulate an action plan through collaboration with the Ministry of Justice.

As part of the proposed project, transport monitoring and deregistration rules for authorized intelligence agents are being considered, along with the definition of license plate types displayed on their vehicles. Specifically, the Latin letter “H” would be regulated for foreign transportation means, and a unified red symbol would be implemented for each authorized intelligence representative. These measures are expected to improve the functioning of the intelligence agencies. It is crucial to consider the Vienna Convention on diplomatic relations, as well as the intelligence activities of the Republic of Armenia and their creative works.

The Vienna Convention on Diplomatic Relations, established in 1958 (Article 72), stipulates that different diplomatic representations in a specific location, with one representative from each country providing over 100 symbols and 44 countries providing representatives, should display up to two symbols. Furthermore, it suggests the possibility of having one sign for the intelligence representative.

Finally, it is important to note that in 2018, numerous intelligence representatives became involved in the improvement process alongside their respective responsibilities.
