“Russian President Putin Signs Law Regulating Presidential Elections Amidst Regional Unrest”

Russian President Vladimir Putin has signed a new law that regulates the order of presidential elections in Russia, according to his official portal. The law states that if there is military action in any part of Russian territory, presidential elections can still be held in that specific area in accordance with the “Basic guarantees of electoral rights and the right to participate in referendums of citizens of the Russian Federation and residents of the Russian Federation,” as outlined in Article 10.1 of the law.

Furthermore, the law also allows for elections to be postponed or canceled if the preparation, conduct, or results of the elections pose a threat to the life and health of Russian citizens residing in the affected area. In such cases, the decision to postpone or cancel the elections rests with the Central Election Commission of the Russian Federation, and the President of the Russian Federation will provide official notification accordingly.

Additionally, the article mentions that in the event of military action, the highest authority of the specific Russian Federation subject in which the military action is taking place has the right to declare martial law. Martial law can last for a duration of no less than 90 days and no more than 130 days. The implementation of martial law requires the Central Election Commission of the Russian Federation to send a corresponding offer to the President of the Russian Federation, as reported by Interfax.
