Armenian Electoral Code Amendments Receive International Approval, Still Room for Improvement – Report

The Armenian government has recently made amendments to the electoral code and related laws. These changes have been welcomed by the Venice Commission of the Council of Europe and the Bureau of Democratic Institutions and Human Rights of the OSCE (ODIHR). According to the “Nations in Transit 2024” report by Freedom House, an international watchdog organization, these amendments are significant in improving the evaluation of cooperation and conducting a comprehensive review of election processes. These changes were noted to be of substantial nature, unlike previous years where amendments were made shortly before elections.

However, it has been reported that Armenia has not fully implemented some of the recommendations provided by the Venice Commission and the ODIHR. These recommendations have implications on various aspects of election conduct such as deadlines for complaint submission and vote calculation. The report suggests that further changes are necessary to address these outstanding recommendations. Implementing these mechanisms will contribute positively to the democratic development of the electoral environment in Armenia.
