“Government of Armenia Extends Monthly Financial Assistance for Artsakh Displaced Residents until End of Year”

The Government of the Republic of Armenia has approved a decision to continue providing monthly financial assistance of 50,000 drams to the displaced residents of Artsakh, as well as for the restoration of their homes and the reimbursement of living expenses, until the end of the year.

Former Minister of the Republic of Armenia and former Prime Minister Artak Beglaryan commended this program for finally including the displaced individuals who were affected in 2020, including the elderly beneficiaries of the state housing program that was introduced in 2022.

“This decision is welcome, as all displaced individuals have been waiting for it, as a vital and essential means of meeting their needs. As a result of this decision, the burden on the new load on the state budget will decrease significantly,” Beglaryan said.

This is a clear example of how collective efforts and the fair increase in public demand can lead to success. The result of this decision can also be viewed as the first tangible step towards meeting the needs of the Artsakh population, a process that our authorities declared before our war, stating in April that the program will be significantly reduced by providing assistance only to children. When it became clear that the fundamental and extensive demand and expectations were met, they accepted a more complete and fair program, even during this very month.

However, in the current situation, the most important task is to ensure the socio-economic development of Artsakh, providing safe and valuable opportunities to returnees. The Government of the Republic of Armenia also has important responsibilities in this regard. Ultimately, the main problem is political, as it reflects a betrayal of our people’s rights and trust, rather than the question of addressing our socio-economic needs.

I am confident that the government and international organizations are still facing major challenges in meeting the rights of the Artsakh population and protecting their belongings, despite the measures and efforts taken to address these issues. The results of this conversation, as well as the necessary clarifications on our initiatives, can be found in the text of our statement issued on March 20. However, most importantly, all humanitarian programs should serve the interests of our consolidated and secure return to Artsakh, rather than being subject to negative consequences and misunderstandings by deliberately focusing on errors…

The mission, I believe, is to continue its struggle for the rights and protection of the rights of the people of Artsakh, despite the multitude and variety of difficulties, challenges, and obstacles.
