“APPA Verification Fee Reduced by 75% for City Residents Who Sign Agreement Within 24 Hours”

The APPA Measure of Verification for city residents may soon be reduced by 75 percent if they sign the APPA Agreement within 24 hours. This new proposal, introduced by the “Citizens’ Agreement” group, aims to eliminate the requirement for residents to present proof of the agreement in order to obtain residential status. Currently, Armenian citizens who do not have the APPA Agreement are fined 100,000 drams. However, under the proposed norm, residents can pay just 25,000 drams within 24 hours of signing the agreement, which is only 25 percent of the original fine amount. Edward Aghajanyan, spokesperson for the group, stated, “Our citizens can now present the agreement or a division of the Verification Authority or any notary public as proof, in addition to paying the reduced fee. By making these changes, we hope to ease the burden on city residents, and the Verification Authority has access to this information.”

Ajara Halatchatryan, a member of the ruling ARF, proposed the amendment to waive 75 percent of the verification fee for residents. As reported in the daily measure of the Republic of Armenia’s regulations, the proposal gained positive acceptance as the number of agreements increased. Halatchatryan explained, “According to the new draft, city residents will no longer be required to apply to Verification and present the APPA Agreement as proof. Instead, the decision will be changed based on its essence. The obligation to pay 100,000 drams will be reduced to 25,000 drams in accordance with the current norm.” The draft will now undergo discussion in the parliamentary committee.

This new development has been met with enthusiasm by city residents, who will no longer have to go through the process of presenting proof of the APPA Agreement to obtain residential status. The reduced fee of 25,000 drams, instead of 100,000 drams, within 24 hours of signing the agreement will be a welcome relief for many.
