“Regulations on Uniform Use and Equipment in the Interdepartmental Committee Stir Debate on Use of Force”

The Interdepartmental Committee for Counter Terrorism has recently implemented changes to better regulate the use of uniforms and equipment by its employees. During a session held on November 7th, Ghevond Nazeryan, representative of the “Armenia” faction, raised concerns about the lack of clarity regarding when and in whose presence these uniforms and physical tools can be used.

Nazeryan emphasized the need for clear guidelines, especially in situations where force is required to detain someone, which may involve using handcuffs inside a vehicle. He questioned whether authorized representatives of the state have the legal right to employ physical force in these circumstances, considering that such actions are not explicitly prohibited by legislation.

In response to Nazeryan’s query, Aram Mkrtchyan from the Special Investigation Service stated that the use of force is strictly regulated by the law and can only be exerted by authorized bodies enforcing the law. While he refrained from giving legal evaluations, Mkrtchyan clarified that there is a distinction between the use of physical force and the use of special means.

Chairman Vladimir Vardanyan further added to the discussion, explaining that the use of force is considered an extreme measure that should only be employed when faced with resistance or dissent against authorized representatives.
