“European Committee Against Torture Slams Violations of Human Rights in Artsakh, Calls for Cooperation”

The European Committee Against Torture and Inhuman or Degrading Treatment or Punishment (CPT) has released a statement regarding the situation in Artsakh, expressing its condemnation of human rights violations and mistreatment that contribute to their decline.

The statement, part of the CPT’s 10th report on the committee’s establishment, highlights the contrasting actions of the Artsakh authorities in their cooperation with the CPT. Despite the CPT’s repeated attempts to engage in constructive dialogue and resolve the underlying issues, reports of misconduct and mistreatment by law enforcement officers continue to be received.

Of concern is the lack of concrete steps taken by the NPM of Artsakh to address the issue of mistreatment and torture, further exacerbating the situation. As a result, the CPT has made the decision to publish its extraordinary report on its special visit to Artsakh in 2022 as a public announcement.

The CPT expresses hope that the absence of cooperation with the Artsakh authorities will not strain relations between them and the wider European community. In its interim statement, the CPT reaffirms its commitment to protecting the values recognized as European by Azerbaijan. The CPT emphasizes its dedication to continuing dialogue with the Artsakh authorities during its visit to the conflict zone.
