Armenia to Introduce QR Codes in Mandatory Documents from 2026: Deputy Minister of Finance Reveals Game-Changing Solution

Starting from January 1, 2026, Armenia will be introducing QR codes for mandatory documents, as announced by the Deputy Minister of Finance during a meeting of the National Assembly on April 26. The aim of this project is to offer new solutions, such as placing QR codes on documents. When a taxpayer uploads a document from their personal office, it will be downloaded with a QR code. This QR code will be recognized during the document registration process, along with other personal data,” said Manukyan.

In addition, individuals who need to provide information to tax authorities, such as proving they have no tax obligations, can simply download a certificate with a QR code from their office and present it to the relevant department or organization. However, since implementing and developing this system will require some time, it has been proposed that the law will go into effect on January 1, 2026. “Therefore, we have calculated the necessary time needed for the implementation of this system. Currently, technical calculations are being carried out to address technical questions,” stated Manukyan.

After undergoing discussions, this legislative initiative has received a positive opinion from the relevant parliamentary committee.
