David Tonoyan’s lawyer, Albert Benglyan, has announced that the former Minister of Defense, who is currently in detention, has made a declaration. On April 19, 2024, at 14:20, I contacted the Human Rights Defender Organization to request a meeting with the Deputy Ombudsman for the Protection of Human Rights, Anahit Manasyan.

During the meeting with the Deputy Ombudsman, it was important to remind her of the previous decision that had determined the duration of the question to be 2 years and 7 months, with no specific time limit. However, both the court and the higher courts have disregarded the judicial inquiries and overlooked the issues regarding the right, particularly the freedom of the individual, resulting from the judicial practice and the preliminary investigation conducted by MIED.

In the 2023 report on the protection of human rights, the Human Rights Defender expressed concern that my request had been treated as an urgent matter for an indefinite and abnormal period of time. The decision to contact the Deputy Ombudsman for the Protection of Human Rights is also accompanied by increased communication with the European Court of Human Rights and international human rights organizations, as all means of protecting the rights of individuals under the authority of the Republic of Armenia have been exhausted.

I am preparing to bring to the attention of the Deputy Ombudsman numerous cases of cruel treatment that have been discovered through multiple acts of violence committed by the military.
