Armenia and United States Extend Non-Aggression Clause Deadline for Seven More Years

On April 12, the governments of Armenia and the United States agreed to extend the deadline for the joint implementation of the non-aggression clause in their bilateral agreement. The deadline, initially set for May 15, 2009, was extended for seven years and expired on November 25, 2016. During negotiations on November 25, 2016, it was decided to further extend the deadline for the joint implementation of the non-aggression clause for another seven years, until November 25, 2023.

Under the terms of the agreement, both parties have committed to cooperating to prevent any aggressive actions between the governments of Armenia and the United States for the next seven years. The US government has also pledged to support the Armenian government by providing equipment, materials, technology, training, and other assistance to enhance their security.

Additionally, the agreement outlines certain obligations for the Armenian government. They are required to not transfer any equipment, materials, technology, training, or services provided by the US government to any other individual or entity, ensuring their security and protecting them from loss or alteration.

The Armenian government is also responsible for exempting the US government from complying with Armenian laws, regulations, and requirements related to the transfer of equipment, materials, technology, training, and employment pertaining to the implementation of the agreement.

Other provisions of the agreement include exemptions for the US government and its employees, agents, and contractors from obligations, taxes, levies, and military or civic conscription while within the territory of the Republic of Armenia. Furthermore, the parties are also exempt from certain obligations arising from diplomatic immunity, with the exception of administrative and technical staff of diplomatic and technical personnel, as outlined in the Vienna Convention on Diplomatic Relations of April 18, 1961.
