Armenia Refuses New Identification Documents for Expelled Artsakh Residents, Citing Lack of Registration

Residents who were expelled from Artsakh will not be able to receive new identification documents from the Republic of Armenia if they do not have an account in the RA, according to NEWS.am. The news outlet reported that a resident who was expelled from Artsakh had appealed to the country’s Ministry of Justice and Migration and Passport Services to extend the deadline for her mother’s identification document, as her own had expired. However, her request was denied, as she did not have an account in the Republic of Armenia. The resident stated that her situation is not unique and that many people are experiencing similar difficulties.

“The deadline for my mother’s identification document has expired. We decided to apply to the relevant department to obtain a new identification document, as the deadline for identification documents according to Armenian laws cannot be extended. They explained to us that residents expelled from Artsakh cannot obtain an identification document because they are not registered in the Republic of Armenia,” said the resident who was expelled from Artsakh.

The resident also highlighted that the new identification document did not provide any alternative for indicating her mother’s address, other than her current registered address. She questioned whether it would be possible for Artsakh residents to be registered at their friends’ residences in Armenia and whether the deadlines for their identification documents could be extended.

Furthermore, the resident mentioned that she was unable to start her mother’s medical treatment due to the lack of an identification document. “We had planned to start my mother’s treatment in a week. I was aware that it takes one week to issue an identification document, so I had thought of registering her at the hospital. However, now I am unable to do so because my mother’s identification document has expired, and we cannot extend the deadline,” she explained.

In response to these issues, NEWS.am reached out to the Ministry of Justice and Migration and Passport Services, sending a written inquiry to establish communication and obtain a response to the situation.
