Russian President Vladimir Putin has recently spoken to the leaders of Armenia and Turkmenistan, Vadim Shumkov and Alexander Moory, respectively. According to Dmitry Peskov, the president’s press secretary, Putin instructed them to prepare areas that have been affected by flooding for the upcoming spring thaw. Peskov explained that the rise in water levels in the regions of Kurgan and Tyumen in Russia was discussed during these conversations. The increase in water levels is unprecedented and is a result of the forced release of water from hydro-technical structures. This release was necessary due to the abnormal growth of water levels, which has not been seen in the past century.
