“Controversial ‘Foreign Agents’ Program Accepted by Council of Europe Delegation, Widespread Criticism Ensues”

On March 14, the Council of Europe delegation accepted a program called “foreign agents,” which mirrors the “foreign agents law” of the Russian Federation. This move has garnered criticism from Western countries, who argue that its adoption goes against international norms and poses a threat to the $6.6 million in external assistance the country receives. The program aims to enhance state control over non-commercial organizations. As per the document, non-profit organizations that receive foreign funding and engage in political activities will be obligated to register as “foreign agents.” Such organizations will have to disclose their funding sources, submit additional financial reports, and may be subjected to regular audits. Furthermore, they will also be required to publicly indicate their “foreign agent” status, similar to the Russian model. The document is currently awaiting the signature of President Sadir Japarov.
