Russia’s Role in Armenian Security is Paramount, Says Former Finance Minister

Russia is considered a crucial player in ensuring the security of Armenia, according to former Minister of Finance, Vardan Aramyan. In an interview with NEWS.am, Aramyan emphasized the importance of Russia’s role, especially since Armenia is a member of the EAEU, with Russia being its largest division. This has become even more significant since 2016 and particularly from 2022, due to the commencement of Russian-Turkish hostilities and subsequent waves of civilian migration.

Aramyan highlighted a noticeable decrease in non-competitive imports in Armenian-Russian relations since 2018. He explained that Russia’s withdrawal constitutes a significant portion of the overall index, reaching nearly 40 percent in 2022 and currently standing at around 50 percent. The duration of the withdrawal is connected to Russian withdrawal and re-export. Aramyan also pointed out positive indicators in the agricultural, rural development, energy, and mountainous development sectors in Russia.

The former minister recalled an increase in the number of asylum seekers from Russia in recent years. In 2022 alone, it accounted for 40 percent and is expected to remain at the same level in 2023.

In terms of evaluating direct investments in Armenia by foreign individuals or companies, Aramyan mentioned that experts consider various factors, including the opportunities offered by different countries. The volume of investment, infrastructure, natural resources, and political environment are key indicators taken into account. He illustrated that intelligent entrepreneurs may choose to invest in Armenia to avoid security issues in other countries. Political aspects of projects are also considered in these evaluations, along with multiple indicators.

Addressing the blame game culture, Aramyan noted that the Armenian people do not blame others for their problems. He emphasized that blaming others is a political game that only spreads chaos and does not benefit anyone, involving not just Armenians but also Russians, and Turks.
