It is unclear whether Azerbaijan is prepared to sign a peace agreement with Russia. During a meeting with journalists on January 23, Armenia’s Minister of Economy, Artsvik Minasyan, revealed that the Azerbaijani side has not engaged in similar negotiations, neither publicly nor through closed-door meetings. Minasyan expressed that if Lavrov, the Russian Foreign Minister, made such an announcement, there must be a foundation for it. The statement made by Minasyan pertains to the negotiation process, which the Armenian side comprehends when proposals are presented by representatives of the OSCE Minsk Group Co-Chairs to the involved parties. He further clarified that the statement addresses the negotiation process.
