“Armenia Implements Major Changes in Military Doctrine and Justice System for 2023-2026: Prime Minister Announces Key Reforms”

The new Military Doctrine for 2023-2026 has been accepted, bringing about various changes in the field. All judges of the Military Court have undergone retraining, and new training programs have been established for judges, prosecutors, and investigators studying military discipline. On January 18th, Prime Minister Nikol Pashinyan discussed the 2023 performance report of the Ministry of Justice, highlighting these developments.

Projects aimed at improving the financial management of support organizations and implementing new structures by the Office of the High Commissioner for Human Rights and the Council of Justice have been successfully implemented. Additionally, new regulations regarding public and community positions have been developed.

Efforts have been made to streamline the conscription process through the implementation of a passport system for registering and monitoring conscription. Regulations concerning the state administration of military conscripts’ issues have also been introduced. The capabilities of organizations involved in managing state bodies have been enhanced.

Regarding international obligations, the 4th stage of the ECHR ԺԼԳԱ research on “Corruption in the sphere of authorities, judges, and investigators” has been approved. Transparency International Anti-Corruption Centre announced the presentation of a country-wide survey on “Military transformations in Armenia.”

Legislation on the protection of unidentified witnesses and victims of crimes has been improved. The adoption of the law for accepting gifts establishes the binding effect of decisions related to “gifts” received in the performance of official duties, with the ownership of state property as the basis for managing officials.

The AM-GMP process and the implementation of preventive supervision have been discussed, and the 5th stage of the ISO 9001 international quality standard research on “Corruption in the sphere of authorities in Armenia” has been announced.

Steps have been taken to enhance the regulatory framework for the prevention of corruption and bribery among law enforcement officers and judges. Additionally, the 13th additional report on the topic of the death penalty in all cases has been presented.

The field of mandatory execution has also seen progress, with discussions on a new law to replace the two-and-a-half-decades-old RA Law on the Mandatory Execution Service, aligning it with international indicators.

Thanks to the implemented reforms, the estimated result of the RA Court of Audit in 2018 showed a positive difference of AMD 1.2 billion, and it is projected to reach a positive result of AMD 1.4 billion in 2023. Furthermore, tax payments collected in 2023 have increased by 15.5% compared to the previous year.
