“Armenian Government Considers Changes to Law on Administrative Violations, Aims to Simplify Reporting Process and Enhance Citizen Protection”

The government discussed changes to the Law on Administrative Violations and related regulations during its meeting on December 28. Prime Minister Nikol Pashinyan presented the changes, emphasizing the goal of simplifying the process of handling violations and enabling citizens to use electronic means for reporting violations while also protecting them from possible abuses. The proposed amendments suggest that citizens can submit requests through RoadPolice.am along with their electronic address if they record or capture violations committed by a driver using a photo or video device. RoadPolice will then acknowledge receipt of the request and reduce fines by 5 percent as a sign of acknowledgment.

First Deputy Prime Minister Tigran Avinyan also expressed his views on the matter, highlighting that citizens who pay 50 percent of the fine within 15 days of receiving a notification will be considered as having paid the remaining 50 percent. Furthermore, if citizens register on RoadPolice.am and submit notifications electronically, they will receive an additional 5 percent discount. Avinyan suggested modifying the proposal to offer a 30 percent discount when receiving notifications through electronic means and an additional 30 percent discount if the fine is paid within 15 days. He also emphasized the importance of establishing RoadPolice.am as the official electronic address for all official notifications sent to citizens.

Avinyan stated that the proposed amendment would be implemented within three months, starting from the meeting. The Prime Minister acknowledged that further refinements would be made to his proposed version in dialogue with the government during today’s meeting.
