“Armenia Sets Up Infrastructure for Biometric Identity Cards and Digital Signatures: A Step Towards Digitizing Public Services”

The government of Armenia has announced the establishment of a structure for the issuance of biometric identity cards and digital signature cards as part of their program for public service digitization. Prime Minister Nikol Pashinyan stated that starting from February 2023, citizens will receive new-style biometric and digital signature cards without electronic chips. This is due to the fact that the infrastructure for their production and distribution is not yet ready to meet the requirements for simultaneous implementation of digital and paper document circulation in the country.

The proposed project aims to implement the government program for biometric identity cards and digital signature cards in accordance with the legal framework in Armenia. The Prime Minister emphasized the challenges related to issuing electronic and paper documents for certifying civil and legal status. In order to address these challenges, the program will be implemented in phases, following the legal requirements set by the Republic of Armenia.

Deputy Prime Minister Tigran Avinyan highlighted the purpose of this structural change, which is to numerically profile the population of Armenia. The goal is to have a consistent numerical identification system in digital interactions with state bodies. The next step in this process will be the introduction of mobile ID, where individuals can carry out various operations from their mobile phones or computers. The biometric identity card will serve as a valid travel document and facilitate transactions for citizens of the Republic of Armenia.
