“Joint Service Agreement Raises Citizenship Concerns for Armenians and Georgians Holding Local Driver’s Licenses”

The recent joint service agreement is testing the citizenship of individuals who hold citizenship in both Armenia and Georgia and possess local driver’s licenses. On December 6, Shirak Torosyan, the head of the AMDP party, made this announcement in the National Assembly (NA).

“I want to emphasize that these individuals already had Georgian citizenship and have now obtained Armenian citizenship. They have come to Armenia with their Georgian driver’s licenses. These individuals, living in Javakhk, which is situated in Georgia, come to Armenia and undergo testing. This is a significant issue that requires the attention of the authorities. I urge for the prompt resolution of this matter. These individuals are not criminals, as they hold citizenship in the Republic of Armenia,” he stated.

In response, Prime Minister Nikol Pashinyan commented, “Unless the law is changed, we cannot claim to deliver justice here while applying a different set of laws there. To my knowledge, I did not make a mistake when I mentioned that this situation is linked to additional obligations that our compatriots bear as a result of obtaining international citizenship. Therefore, if this is the case, we need to continue searching for solutions. While we haven’t found a solution yet, we must follow the regular procedure. The issue is currently on our agenda as we work to find resolutions.”

Torosyan acknowledged that there should be no issue concerning international obligations. “This is precisely why we, as Armenian citizens, travel to Georgia and undergo testing. I believe there should always be mutual understanding between Armenian citizens residing in Armenia and those living in Georgia,” he expressed.
