“Zhoghovurd” Newspaper: Lack of Transparency Surrounding Presidential Fuel Expenses Raises Concerns

The “Zhoghovurd” newspaper continues its series on addressing issues of misuse of official positions and excessive spending on fuel for presidential vehicles and additional demand and maintenance. In our investigation, we reached out to various officials, including the Prime Minister of the Republic of Armenia, the Chief of Staff of the National Assembly, and officials serving the Deputy Speakers of the National Assembly, to inquire about the fuel consumption and expenses related to vehicles serving Khachaturov, as well as additional fuel provided to the vehicles serving the President of the Republic.

We also sought information regarding the fuel consumption of vehicles serving officials of the President’s staff and the National Security Service (NSS), as they are not subject to accountability by the Presidential Administration. Our inquiry also aimed to determine the number of vehicles serving them and the amount of fuel consumed.

Despite our requests, we did not receive answers to our questions. Additionally, we submitted mandatory requirements to the NSS for clarification on the Law of the Republic of Armenia on “State and Official Secrets” and the provision of information. However, the NSS informed us that providing the requested information to the newspaper is not possible.

Based on the responses received, it is evident that all vehicles serving the President are under the control of the NSS, and those serving the Chief of Staff and NSS officials are not subject to necessary fuel provisions. Furthermore, the information regarding the President’s vehicles and officials is classified as state secret and cannot be published according to the law.

It is worth noting that the Prime Minister was aware of sources informing the “Zhoghovurd” newspaper about Khachaturov recently acquiring a rare luxurious Zrhaapatah car. However, unlike the sarcasm employed by the Prime Minister’s Chief of Staff, the Prime Minister’s response regarding the President’s convoy did not eliminate remaining concerns.
