Armenia Refuses to Participate in Scheduled Meeting Amidst Proposals for Relations Regulation with Azerbaijan: Defense Minister’s Remarks

Armenian Defense Minister Edmon Marukyan announced that Armenia will not participate in the currently scheduled meeting regarding the regulation of relations between Armenia and Azerbaijan. Marukyan criticized Russia for not speaking out against the use of military force by Russian occupiers in the Republic of Armenia and for pushing for a meeting between leaders in Washington and Moscow. He questioned whether Azerbaijan has a desire to sign a peace agreement and urged them to participate in discussions if they do. Marukyan also discussed Armenia’s issues with the Collective Security Treaty Organization (CSTO), stating that Armenia did not turn to the CSTO for support during the war with Azerbaijan and that the CSTO did not fulfill its responsibilities.

Regarding Maria Zakharova’s statement on the CSTO ensuring security for Armenia, Marukyan emphasized that there has been no such decision in Armenia and that the CSTO did not protect the corridor with Lachin. He pointed out that the document sent on November 9 was unsigned and has never been implemented. Marukyan stated that discussions will be held to determine whether Armenia accepts the tasks assigned by the CSTO and if membership is in Armenia’s best interests. He clarified that Armenia did not contact Russia or seek support from the CSTO during the war with Azerbaijan.

Marukyan highlighted the need for a political decision on Armenia’s participation in the CSTO and the importance of clarifying Armenia’s position on the occupation of its territories. He criticized the CSTO for not fulfilling its obligations and urged for political discussions to be held on these matters. Overall, Marukyan emphasized the need for clarity and political decision-making in determining Armenia’s future relationship with Russia and the CSTO.
