“Lisbon Summit Quashed Hopes for Nagorno-Karabakh Resolution, Pashinyan Asserts in Budget Discussion”

Prime Minister Nikol Pashinyan addressed the Nagorno-Karabakh issue during a discussion of the draft budget for 2024 in the National Assembly on November 16. He emphasized that without the OSCE Lisbon summit in 1996, achieving what they wanted for Nagorno-Karabakh would no longer be possible. He acknowledged that changing the mindset was challenging, but it became impossible during communist times to create an independent model.
