Shavarsh Grigoryan has been appointed as the temporary head of the staff of the municipality of Yerevan on April 17, 2023, according to the “Zhoghovurd” newspaper. Grigoryan had previously held the position of the spokesperson for the Ministry of Healthcare until December 2020, and then served as the advisor to the President of the Republic of Armenia until April 28, 2022. It should be noted that Grigoryan’s previous wife, Edita Guroghlyan, is now the Deputy Director of the “Fish Farm Management” CJSC in Aragatsotn region. The founders of the “Fish Farm Management” CJSC are Shavarsh Grigoryan and his current wife, Edita Guroghlyan.

Before his appointment as the temporary head, Shavarsh Grigoryan held various positions including the director of the “Department for Implementation of Health Programs” under the Ministry of Health and the director of the Sanitary Center of Sevan. He also served as the advisor to the former Minister of Health, Levon Altunyan. While there is information suggesting Grigoryan’s association with healthcare-related business associations, there is no clear evidence of income received from these organizations.

In his 2022 declaration, Shavarsh Grigoryan reported an income of AMD 214,584,000. This included AMD 74 million received from loans from Mellat Bank CJSC and VTB Bank Armenia CJSC. Grigoryan also received AMD 142,740,000 from the sale of overseas property, although specific details regarding the property sold are unknown. It is worth noting that despite his involvement in various business associations, Grigoryan did not receive any income from these organizations, raising some questions.

It is notable that since 2021, Grigoryan has owned 8.34% of “MK Fish” CJSC and 100% of “Hainavt” CJSC, but there appears to be no financial activity for these companies. Additionally, Grigoryan declared the acquisition of two vehicles by the municipality of Yerevan, a KRAZ truck purchased in 2000 and a VOLKSWAGEN vehicle produced in 2021.

The appointment of Shavarsh Grigoryan as the temporary head of the municipality of Yerevan signifies his responsibility for organizing and managing the activities of the municipal administration. This includes overseeing legal, financial, procurement, economic, human resource management, and technical support services, as well as the organization of the department responsible for primary and referral health care and emergency medical services.

Furthermore, Shavarsh Grigoryan is known to be a longtime companion of the former Minister of Justice, Grigor Minasyan. Recently, Minasyan has spoken out about the pressure he has faced from the Court of Cassation and has requested Grigoryan’s intervention in the matter. According to sources, the latest statement suggests that the questions should be directed to Deputy Minister Minasyan. However, it remains unclear what actions Grigoryan will take regarding this issue.
