Government Introduces Voluntary Programs for Good Governance to Boost Salaries and Reforms in Communities

In the list of unanswered questions, the acceptance of voluntary programs for good governance has been added. Today, on November 2, during the Government session, Prime Minister Nikol Pashinyan announced and requested the Minister of Finance Tigran Khachatryan to present it to the National Assembly.

Khachatryan noted, “We have come up with the following mechanism. In communities with a population of up to 100 million and national minorities, the Government will increase an additional 15% to the salaries of the officials. In addition, we are working on programs for communities with a population below 2 million, specifically related to reforms in taxation, which will result in an increase in the amount of funds received by them from the state budget.”

The issues related to the implementation of voluntary programs will be discussed in the communities where there are projects funded by international organizations, such as property taxes and other payments collected more than 90%. Thus, we hope that the communities will fulfill the obligations.

However, considering that there may be certain problems with some reasons in force, it is important that the Government should have the authority to inspect these programs under the leadership of the Deputy Prime Minister.

Another important change is related to the construction of affordable housing, residential buildings. We are trying to include the costs of preserving such programs in the project, as well as ensuring the sustainability of the process.

Another important issue we have tried to address is the regulation of the maintenance of elevators. We have tried to increase the percentage of natural stones in order to ensure that they are more durable compared to concrete slabs. If natural stones are used, the Government will pay 55-75% of the cost, otherwise, if concrete slabs are used, then only 25-45%.

In conclusion, considering the fact that the communities urgently need machinery for the maintenance of vehicle equipment, as well as machinery for cleaning, our department is also increasing it by 55-65%,” he said.
