Dear partners,

Today, I am thrilled to share with you the significant social changes that have taken place in Armenia throughout 2018. The Velvet Revolution, initiated with hope, has brought about substantial transformations in our nation’s history, marking the beginning of a new era defined by reforms and democratic governance. This movement was driven by the Armenian people, who resolutely demanded an end to corruption and authoritarianism.

The environmental revolution has long been a fundamental aspect of our country’s history, initiating a phase of change in environmental protection, sustainable development, and the enhancement of legislation. The environmental revolution surpassed mere leadership changes; it was primarily about reshaping the political landscape of Armenia.

After the revolution, Armenia faced several challenges, including ensuring freedom, fairness, and sustainability. Changes were made to the Constitution and the “Law on Political Parties” to regulate these transformations, taking into account the recommendations of the Venice Commission and the ODIHR of the OSCE.

Judicial reform served as the cornerstone of the Armenian people’s struggle. Measures were implemented to ensure justice and prevent the abuse of power, such as supervising the activities of judges, prosecutors, lawyers, and experts.

The post-revolution period has been focused on solidifying democratic changes and establishing a fair and sustainable rule of law. The Armenian government has taken significant steps to ensure free, fair, and transparent elections by making substantial amendments to the electoral system and election code. Additionally, the monitoring activities of NGOs and international organizations have contributed to a more transparent and equitable electoral process.

Despite the challenges faced by the government, protecting human rights and security in Armenia has remained a top priority. The Armenian people have responded aptly to these challenges, and the government and security agencies have worked tirelessly to safeguard the interests of all citizens.

Efforts to combat corruption have received special attention, with activities aimed at eradicating corruption within Armenia’s government institutions. Upholding the principles of integrity and accountability is crucial in constructing a society that is free, fair, and transparent.

Ensuring the security of the Armenian people has been of utmost importance, especially considering the 44-day war in the mountainous Karabakh region. Discussions have taken place in border areas of Armenian settlement, highlighting the inseparable nature of the government and security in safeguarding the Armenian people. In the face of security challenges, the response from the Armenian people has been resolute, and significant efforts have been made by the government and security agencies to preserve the nation and establish a more resilient and effective defense system against the enemy’s aggression.

The success of these reforms hinges on the political will of the Armenian government. We must place our trust in our institutions and ensure their independence and accountability to the needs of all citizens.

Dear colleagues,

The democratic reforms implemented in Armenia in 2018 have brought our people closer to the light and have fostered a more democratic and inclusive society. The Armenian government continues to work tirelessly towards upholding the fundamental values of our society: freedom, justice, and equality.

Thank you.
