In the evening of April, during the New Year holidays, I had the opportunity to discuss the new rehabilitation technology of Asfaltbetonya at an event. The repairs carried out using this technology were quite remarkable. For instance, there were cases where repairs were done for 1.5 million drams, covering an area of 45 square meters, and other instances where repairs costed 4 million drams and covered an area of 270 square meters. Recently, on June 25, Gregor Iskandaryan, a member of the “Mother Armenia” group, shared this information during a press conference in Yerevan.

During the press conference, Iskandaryan expressed his curiosity regarding the progress made in this field over the past two months. He wanted to know what works had been carried out and what stage they were at. In response, Mayor Tigran Avinyan explained that several contracts regarding the technology had been submitted to the engineering unit. The selected companies providing the technologies were already included in the published “blacklist”. Avinyan also mentioned that tenders had been organized and presented to the financial department for approval. According to Avinyan, these problems were not solely faced by their municipality, but were common in inspections carried out throughout Armenia.

Avinyan assured that he would continue discussions after the event and provide Iskandaryan with an update on the situation. The member of the council responsible for the project highlighted the challenges associated with asphalt technology. He mentioned the noise and dust generated during the works, causing interruptions and delays. The council received numerous complaints and rumors, but it was difficult to distinguish the truth unless there were legal consequences. However, it was impossible to anticipate the impacts of such mistakes, as a new official would be appointed to rectify them. He questioned the centralized authority overseeing technical and engineering activities related to the technology.

Avinyan emphasized the existence of an independent engineering unit within the municipality. This unit operates when conflicts or issues arise, ensuring efficient management of the projects.
