Minister of Defense Urges Investigation into Violence Against Protesters Not to Be Abandoned

The investigation into the violence against the protesters should not be abandoned for several reasons. One of these reasons is that the protesters are citizens who participate in the “I Have Honor” program. Additionally, they should be recognized as victims of domestic violence due to their current mental state. These statements were made by the Minister of Defense, Arman Sargsyan, during a session of the National Assembly’s Standing Committee on Defense and Security. The committee was discussing amendments and additions to the “Law on Military Service and the Status of Military Servicemen.”

According to the discussion, it is assumed that affected civilians who have completed military service can be relieved of their obligations as citizens without delay. However, this can only be done if they are recognized as victims of domestic violence under the law “On the Procedure for Providing Military and Social Assistance to Persons Who Have Experienced Domestic Violence” and other related laws.

During the session, Sargsyan stated that the second paragraph refers to citizens participating in the “I Have Honor” program, as well as their children or siblings, who become victims of military operations.

Furthermore, if these individuals are relocated, they will not be required to cover expenses that are normally covered by the state budget as compensation for the state’s expenses.

The investigation into the violence against the protesters will also not be abandoned for citizens who participate in military operations due to their current mental state. After discussions, the relevant committee of the Republic of Armenia received a positive response to the negative impact assessment.
