The system of participation in the activities of detainees involved in terrorist attacks carried out in the Daghstan area has been more complicated than during the events at Crocus City Hall, according to Sergey Melikov, the head of the republic. RIA Novosti reported that there were two locations in Daghstan – the synagogue and the mosque in Makhachkala, and the mosque and the synagogue in Derbent. The President of Daghstan explained that everything was organized according to goals, problems, and most importantly, timing. Melikov stated that the instigators had a well-coordinated program, carrying out multiple attacks simultaneously, which made it difficult for law enforcement to respond.
