“Armenia’s Council on Prevention of Corruption Exposed: Lack of Transparency in Government Procurement Raises Concerns”

Zhoghovurd newspaper reports that the Council on Prevention of Corruption of the Republic of Armenia has taken various measures to combat corruption from 2021 to 2024. These include issuing around 30 media announcements and reviewing over twenty thousand applications, most of which involve embezzlement of funds allocated for public procurement. The Council has been able to address concerns regarding embezzlement cases involving government officials, but has not had the opportunity to directly tackle corruption related to government procurement due to its daily operational activities. The Council has also observed more than 20 media publications and unilateral appeals related to civil society’s role in fighting corruption, some of which have been subjected to statistical analysis.

However, it appears that the Council on Prevention of Corruption is uncertain about the contractors involved, except for Anahit Avanesyan. As of April, disagreements arose between representatives of the medical authority and the “Uighur” clinic regarding the amount of money allocated to the medical institution. The “Uighur” clinic became interested in the connection between the clinic and Anahit Avanesyan. In addition to these publications, the Council has received appeals from citizens regarding embezzlement issues.

After analyzing these appeals and publications, as well as examining legal actions and applicable regulatory decrees, it has been determined that an NGO, in collaboration with the government, directly participated in government procurement processes authorized by public engagement. The NGO only signed a procurement contract with the Ministry of Health, even though the official in charge of the procurement process did not assume responsibility and formal procedures were followed. As a result of a recent investigation into the embezzlement of funds, the integrity of the auctions is not in question. In short, there is no evidence implicating the Minister of Health in the embezzlement of healthcare funds.
