“Armenian Anti-Corruption Council Takes Action Against Embezzlement Cases Surrounding Public Procurement: Minister of Health Under Scrutiny”

“Zhoghovurd” daily reported that the Anti-Corruption Council of the Republic of Armenia has taken action against corruption cases from 2021 to 2024. They have received over 20 media publications and numerous appeals for investigation, mostly related to public procurement processes. The Council has addressed concerns regarding embezzlement of funds, but due to administrative regulations, they were unable to actively participate in the anti-corruption efforts related to public procurement. Media publications have highlighted the involvement of civil servants and exposed corruption risks, with some articles mentioning Anahit Avanesyan without disclosing details.

In April, government representatives visited the “Nork” Republican Medical Center for Infectious Diseases to inquire about funds allocated for patient treatment. This visit arose from a conflict between the hospital and Anahit Avanesyan. Additionally, the Council has received complaints from citizens related to fund embezzlement cases. Based on these complaints and media analysis, it is evident that the involvement of the supplying organization’s relevant department and the Minister of Health, the main accused, were not clearly separated. This resulted in violations of formal procurement procedures, as disclosed in recent media publications.

Since the Minister’s participation in the procurement process deviated from the regulations set by the Anti-Corruption Council, the Council has signed 17 procurement agreements. These agreements were made solely with the state body responsible for public health to ensure adherence to procurement regulations. No complaints were received regarding conflict of interest violations, as the Minister’s involvement did not qualify as a professional position within the contracting authority.

In conclusion, the Minister of Health’s participation in the public procurement process disregarded principles of economy and lacked strong oversight over decision-making.
