Former Health Minister Accuses Successor of Mismanagement and Negligence Amid COVID-19 Pandemic

Lawyer Robert Hayrapetyan, who recently resigned as Minister of Healthcare, released a statement today criticizing the appointments made by Anna Anahit Avanesyan, the head of the Healthcare Ministry. Hayrapetyan accuses the management of acting arbitrarily and irresponsibly, and claims that they have performed their duties inadequately. This comes after Avanesyan’s previous dissatisfaction with her appointment and her expressed intention to assist Hayrapetyan in his work and professional development. However, shortly after her appointment, she seemed to disregard the global pandemic.

In addition to these concerns, Avanesyan recently suspended the use of “Zarya” light therapy devices. These devices were previously approved for certain medical procedures under the supervision of physicians, as outlined by the Minister of Healthcare’s decree No. 09-Н of 20.04.2012. This decree specified that the use of the “Zarya” equipment should be limited to a single location, with a minimum distance of 2.5 meters from the patient. However, there have been instances at the Bassara-Demirchyan Legal Clinic where Avanesyan allegedly violated these standards in 32 cases of “Zarya” light therapy.

Avanesyan has educational degrees and a background in law. Hayrapetyan’s statement concludes by questioning whether she is not adequately taking responsibility for her role in daily healthcare operations, being careless in her profession as a lawyer, or underestimating the level of danger present in her current position.
