“Azerbaijan Returns Four Villages to Armenia in Peaceful Process, Confirms Armenian Official”

The Republic of Armenia does not impose any limitations, however, it is worth mentioning that Azerbaijan has agreed to return these well-known 4 villages. Gor Tsarukyan, the Head of the “National Relations and Information Center” of the RA Prime Minister, confirmed this during an interview. Despite the fact that Azerbaijan had destroyed the villages during the war, Gor Tsarukyan affirmed that they had been peacefully returned.

“Azerbaijan had returned the villages without any limitations, without any delineation, and intentionally returned them. As a result of the conclusion reached by the Armenian side regarding the returns, we had a process of delimitation, which allowed us to safely mark the borders, delimit them, and have the presence of the united forces of the Joint Peacekeeping Mission. The state border is defined according to the agreement of Alma-Ata,” he said.

Responding to concerns that this delimitation process is not formal since it contradicts the Constitution and international treaties of the Republic of Armenia, Tsarukyan stated that the legal basis for this delimitation is the international basis of the interstate agreements, which confirms the recognition of the borders by the parties involved.

“The Republic of Armenia and Azerbaijan have a solid interstate basis, which began, continued, and will continue the process of delimitation. Firstly, it is the Declaration of Independence of Armenia, which was adopted, confirmed, and revived in 1991, and has been ratified and reaffirmed by the Agreement of Helsinki. The borders recognized by the parties are determined in the 5th point of the Helsinki Agreement, the 3rd point of the Alma-Ata Agreement, and the provisions of the CSTO Charter, which also recognize their territorial integrity,” he said. Tsarukyan added that both countries have a strong legal foundation for the interstate agreement.

Tsarukyan emphasized that this process is not about drawing lines or changing territory, but rather about introducing delimited borders with the presence of the Joint Forces or restoring this process.
