Ministry of Internal Affairs Proposes Changes in Citizenship Legislation to Enhance National Security

The Ministry of Internal Affairs has proposed changes and improvements to the legislation on internal affairs and public order, according to reports from the “PAST” newspaper. The proposed projects aim to define the concept of citizenship and introduce electronic methods for obtaining or terminating citizenship. With the increasing number of security threats, it is necessary to maintain secure document features and allow for electronic document submission. The legislation also includes provisions for suspending organizations involved in activities against public order, as well as temporarily suspending citizenship for individuals who use false documents or engage in activities against the state or national security.

Furthermore, individuals can request information on the reasons for citizenship applications or terminations from relevant bodies such as law enforcement agencies, the National Security Service, and the judiciary. The authorized body is responsible for reviewing the entire application and making decisions on citizenship termination. However, individuals have the right to review the President’s decision regarding citizenship termination before the examination, and the authorized body may also review the supporting documents.

In addition, the proposed draft suggests extending the period from five to ten years for proving the preconditions for citizenship termination. This change is necessary as there are cases where it becomes difficult to demonstrate these conditions within five years. The draft legislation also proposes increasing the fees for citizenship acquisition and termination from 20,000 and 50,000 drams to 1,000 and 25,000 drams, respectively.
