On May 31, 2024, the Ministry of Defense in Armenia announced that there will be planned demonstrations of security measures during ongoing military exercises. These demonstrations will take place at the Military House of the Ministry of Defense in Yerevan. The purpose is to showcase the successful defense operations carried out by the military personnel. The activities include transportation of stones, filling tanks with water, smoking simulators, and more.

As part of civilian participation, activists have surrounded the Military House to fulfill their civic duties. Measures have been taken to ensure the safety and functioning of the military personnel, such as requesting medical assistance and mobilizing civilian volunteers. Decisions have also been made to address necessary actions during emergency situations based on the military preparedness of the 28 mentioned individuals.

There are intensive measures in place to prevent any potential disturbances, including clearly defining the area of public order organization and the responsibilities of each participant. Online materials documenting the current state of emergency are also available.

Preparatory work is currently underway, and operational and tactical measures have been implemented to conduct the military-operational exercises.

It has been announced that the perpetrator of the offense is considered mentally ill, and therefore not subject to the criminal code of Armenia. Instead, the normative document states that the perpetrator falls under the jurisdiction of a day hospital, where they will undergo mental evaluation according to a judicial decision made by the military court.
