The announcement of the Human Rights Defender has led to the continued work of the Staff of the Ombudsman’s Office in protecting the rights of individuals affected by violations. The workgroups responsible for investigating human rights violations are located within the departments of the Ombudsman’s Office. They immerse themselves in the situation of affected individuals, assess their rights, and ensure their protection.

In recent times, representatives from the Ombudsman’s Office have visited 7 divisions of the Police, along with more than 160 individuals, to study the reasons for deprivation of freedom and to assess the rights of individuals who have been deprived of their freedom.

The Ombudsman’s Office staff also continues to monitor publications that contain violence, calls for violence, and hate speech, as well as media publications.

As a result of this monitoring, cases have been documented where police personnel have used physical force during the suppression of peaceful actions. There have also been reports of an official from the Armenian Police using force from an armored vehicle. The Ombudsman has expressed concern over this abuse of power and the special legal status granted to the police.

The Ombudsman is also disturbed by instances where unauthorized individuals have been involved in apprehending individuals during peaceful gatherings. The use of disproportionate force in such cases requires an impartial assessment of the actions of the officials involved.

The Ombudsman highlights the need for immediate release of individuals apprehended without legal grounds during peaceful assemblies, within the 3-hour period stipulated by law. During this period, no restrictions should be placed on the freedom of individuals participating in peaceful assemblies.

Based on the recorded cases, clear explanations will be required from the appropriate bodies regarding the violations of individuals’ rights in areas where human rights are supposed to be protected.

This emphasizes the role of organizers and participants in peaceful gatherings to protect each other’s rights in accordance with the law and organizational regulations.
