HCA President, former MIAP of Artsakh, and former Prime Minister Artak Beglaryan expressed his concerns about the program for the resettlement of Artsakh residents in a Facebook post. He criticized the government for making decisions without consulting the general public and for lacking transparency and proper administration principles. He also mentioned that meetings with the affected residents were not satisfactory. Additionally, he criticized the authorities for not taking into account the livelihood and support needed for the program’s implementation. He concluded by stating that the approved program fails to address the return of the population, socio-economic issues, and political concerns of Armenian society.
