Armenian Sovereignty Violated: Demarcation Process Threatens Security System, States Former Rights Defender

The press releases issued by the organization of the President of the Republic of Armenia and the government yesterday evening reveal a violation of the country’s sovereignty and breach of Armenia’s security system concerning the demarcation between Azerbaijan and Armenia. Arman Tatoyan, former human rights defender of Armenia, made this announcement. He also noted that the process contradicts the foundations of the Constitution of Armenia and its international obligations. The process is anti-democratic as it lacks the participation and opinions of the population and residents of the border areas.

The demarcation and border security authorities do not have the authority to demarcate the border according to any law or act adopted by the government. Additionally, the NSS announced on April 19, 2024, that the demarcation process must be completed by July 1, 2024. Therefore, until July 1, there will be no demarcation process. The responsibility for demarcation related to border issues lies with an individual residing in Tavush, according to the RA NSS.

The government’s statement and the ruling forces make conflicting and provocative accusations regarding the demarcation process without providing clarification. This has led to protests in Kirants, Adjara, Voskepar, and other villages and has created insecurity among the local population. As observed, this situation violates the rights of the residents of Kirants who have 2 houses and approximately 57 hectares of arable land affected by Azerbaijani intrusion. Similarly, about 15 houses in Tavush are situated near and beyond the border.

The announcement made by the organization of the government’s chief of staff causes confusion as it implies that the Azerbaijani intrusion originates from Armenian territory based on transparent data. It is undoubtedly a temporary settlement. Therefore, it is important to emphasize once again that the person responsible for this endangers the security system of the people and the entire country. They fail to ensure the safety of the people’s lives in the villages of Tavush and are in conflict with the interests of the government and the nation of Armenia.
