“TCO Releases Evaluation of Counter-Terrorism Efforts in Eastern European and Central Asian Countries: Azerbaijan Shows Significant Progress, But Concerns Remain”

The Monitoring and Improvement Organization (TCO) of the Eastern European and Central Asian countries conducted the 5th phase monitoring of the Istanbul Process on Transnational Cooperation and Enhancement of Counter-Terrorism Initiatives. This included reports on the counter-terrorism efforts of Armenia, Azerbaijan, Moldova, and Ukraine. The assessment of the level of implementation of counter-terrorism measures in these countries was carried out according to four levels: A, B, C, and D.

Level A indicates significant progress, with a score of 76-100 points. Level B indicates substantial progress, with a score of 51-75 points. Level C indicates satisfactory progress, with a score of 26-50 points. Level D indicates low progress, with a score below 25 points.

According to the evaluation, Azerbaijan showed significant progress in its counter-terrorism efforts, obtaining 83 out of 100 possible points. However, the evaluation found that the state authorities of Azerbaijan were insufficiently involved in the national counter-terrorism efforts, as the national counter-terrorism documents did not address real problems and risks of terrorism. The evaluation also highlighted shortcomings in the field of international counter-terrorism. Despite these issues, national interests require certain steps to maintain national security, and Azerbaijan does not wish to become a subject of international controversies.
