“Yerevan Municipality Discloses Alarming Number of Construction Delays, Leaving Apartment Owners in Limbo”

According to the Yerevan Municipality, there have been 45 cases of construction deadline violations in multi-apartment buildings in the city by April 30, 2024. However, no official documents have been issued regarding these violations. In addition, 26 construction companies have been granted permits to build high-rise residential buildings in Yerevan within the span of four months. Over the same period, the Municipality has received 240 applications regarding construction deadline violations in high-rise residential buildings.

Under current regulations, construction companies are usually given a notification to extend the construction deadline or provide the necessary documentation for project completion. Failure to meet these requirements may result in a complaint being filed against the construction company, leading to the suspension of their construction permit or the removal of the building itself, based on urban development laws.

If the construction company fails to extend the deadline or provide the necessary documentation within one month of receiving the notice, they may be fined according to urban development norms calculated based on the duration of the violation. The construction company must pay the fine or remove the building in accordance with the construction permit or urban development laws.

In cases where construction has already been completed and registration documents are required, the construction company can apply to the relevant authority for an act of commissioning.

According to expert Suren Parsyan, construction deadline violations by construction companies are causing financial losses and social issues for residents. Some apartment owners have already paid for their apartments but are unable to move in or use their property. This lack of certainty regarding when construction will be completed leads to dissatisfaction and frustration among apartment owners.

Parsyan suggests the establishment of legal guarantees to protect apartment owners’ rights, ensuring that construction will be completed on time and that they will ultimately receive their apartments.
