“Armenian and Azerbaijani Expert Groups Meet in Bonn to Discuss Regional Cooperation and Conflict Resolution”

The German city of Bonn recently hosted a meeting between Armenian and Azerbaijani expert groups. The Armenian side was represented by Beniamin Poghosyan, Yoni Melikyan, and Stepan Grigoryan, while the Azerbaijani side included Ahmet Alilin and Ramazan Samadov. Yoni Melikyan, speaking to Armenian news outlet Armedia, highlighted the wide range of topics discussed during the debates in Bonn, particularly in the context of Armenian-Azerbaijani workgroups. Melikyan emphasized the increasing intensity of the workgroup’s activities since September 2022, following the events in Agresia and Karabakh. He also stressed the importance of establishing a comprehensive regional format for experts from the three countries to discuss issues and explore possibilities for cooperation.

Melikyan explained that the experts have been analyzing various interpretations and analyses regarding the intentions of the opposing party. Their aim is to fully understand and analyze these factors in order to provide expert interpretations of the ongoing processes. During the discussions with experts, a key issue raised was the statement on the demarcation and delimitation between Armenia and Azerbaijan based on the Alma-Ata Declaration. Melikyan highlighted that Baku’s disregard for this statement has made the issue even more crucial.

In addition, discussions were held in Bonn about the water resources in the region, which not only serve as a sphere of cooperation but also have the potential to cause conflicts. On the second day, there was a broader discussion on climate change and security issues, topics that will also be the focus of the upcoming COP29 conference scheduled to be held in Bonn on November 24th. This theme has provided participants with wider opportunities to exchange ideas and insights.
