“Armenia’s Ministry of Justice Initiates Territorial Delimitation and Demarcation Activities, Raises Tensions in Border Areas with Azerbaijan”

Armenia’s Ministry of Justice has announced that activities are currently being carried out to demarcate and delimit the border between Armenia and Azerbaijan. These actions have caused tension and unrest in the Tavush region, leading to casualties. The ministry has emphasized that any changes to the state border can only be made through international agreement. They have also stated that territorial changes within Armenia can only occur with the consent of the population through a referendum.

The ongoing demarcation process has not yet been completed, and the four villages where it is taking place still belong to Armenia. It is important to note that the border established by the Minsk Group Co-Chairs in 1991, based on the Declaration of Alma-Ata and the Principles of the Minsk Group, does not include any territory besides Armenia.

The deployment of border troops and the demarcation process are not being carried out in accordance with the law. The demarcation process can only be conducted through a joint international agreement between Armenia and Azerbaijan, based on agreements reached in 1991. The demarcation process is being carried out under the mandate of the Collective Security Treaty Organization.

Regarding the negotiations between the authorities of Armenia and Azerbaijan, the meetings are taking place according to the decision of the Armenian government. The agenda and results of these meetings are determined through mutual negotiations and coordination between the two countries.
