“Mass Exodus and Azerbaijani Deployments: US State Department Report Reveals Disturbing Human Rights Situation in Armenia”

The US State Department’s 2023 Country Reports on Human Rights Practices for Armenia have highlighted the mass exodus of ethnic Armenians from the High Karabakh region. This exodus occurred between September 24th and October 1st, following military operations conducted by Azerbaijan. The aim was to evacuate the area under the pretext of ensuring a complete withdrawal. The reopening of the Lachin corridor between Armenia and High Karabakh, which only allowed unrestricted entry for humanitarian supplies, contributed to this exodus. Prior to the reopening, from December 2022 to September 24th, 2023, only occasional commercial transportation was permitted, leading to the displacement of many residents and educational institutions. Furthermore, the report states that Azerbaijani forces were deployed within certain construction sites on Armenian territory throughout the year.
