“Ministry of Justice’s ‘Alert System’ fails to deliver as anonymous notifications remain low: Is the implementation of donor agreements at risk?”

The “Zhoghovurd” newspaper recently reported that a banner with the word “Alert” has appeared on all government websites, urging citizens to report violations anonymously. This new “Alert System” by the Ministry of Justice allows informants to report violations without revealing their identity. The system, which uses the State Electronic System, ensures the protection of the informant’s identity. It was designed for the “working class” and anyone providing information on violations.

According to an announcement, on January 19, 2019, the Ministry of Finance and the Ministry of Justice signed a contract with Avenue Consulting Group LLC and AI Partnership LLC for the operation of the electronic notification system. The contract was valued at 46,236,000 AMD. This project, funded by international donors, is set to be implemented through extensive information and awareness activities.

The website states that the system has been receiving notifications since May 2023, with data available until April 2024. In the span of 12 months, it has received a total of 176 anonymous notifications. The link to the notification system has been placed on all government and local self-government websites to inform citizens about its existence and capabilities. Access to the platform does not require registration.

Despite the public announcement, the purpose of the system remains unclear as its implementation has not been successful. It raises questions about the decisions that will be made regarding the information and awareness events planned for three years after the contract was signed in 2019. Whether the implementation will adhere to international donor agreements and requirements is also uncertain.
