“Misuse of State Order System Exposed: Corruption Concerns in Armenia’s Healthcare Sector”

“Zhoghovurd” newspaper reported that on May 15, 2018, during a press conference at the Ministry of Health of the Republic of Armenia, Nikol Pashinyan announced that the State Order System had been misused, and efforts would be made to improve the system in order to address the issue of military insignias.

The newspaper also highlighted a similar issue that occurred about six years ago, where citizens complained that when they applied for treatment under the state order, they were told that the order had expired. This situation is concerning, especially considering that half of the year’s funding has already been utilized without proper planning, distribution, and allocation.

Moreover, the article brought attention to the potential risk of corruption in the healthcare sector. An example cited is the allocation of millions of dollars in funding to the medical center where Arsen Torosyan’s sister-in-law worked while he served as the Minister of Health.

The “Mibs” medical center, which did not receive any funding through the state order system in 2017, suddenly became one of the centers receiving the highest amount of government funding after the reforms were implemented.

According to data provided by the Ministry of Health, the funding received by the “Mibs” medical center through the state order system is as follows:

  • 2017 – 0 drams
  • 2018 – 25.1 million drams
  • 2019 – 98.9 million drams
  • 2020 – 127.6 million drams
