The authorities have directly announced that the return of the Artsakh Armenians to Artsakh is not part of their program. This seems to be one of the few issues on which opposing parties worldwide agree, while the Armenian authorities have not taken any steps in that direction. Levon Kocharyan, the head of the “Armenia” group, expressed this during a meeting with the residents of Vayk. He emphasized that the same opinion is echoed by Americans, Russians, and Europeans – that people should regain their rights and have the highest security guarantees. However, the Armenian authorities have not addressed this concern, leaving it unclear when any action will be taken.

Levon Kocharyan believes that the authorities are deceiving the public when they claim that the security issue has been resolved after nearly 30 years of fighting. He stated that what has been achieved and preserved is the result of targeted efforts rather than a comprehensive solution. It is worth noting that the representatives of the “Armenia” group visited Vayk on April 13 to discuss the current situation in the country and address the questions of the residents in the region and Vayots Dzor.
