“Armenia Contemplates Constitution Change Amid Population Movements: Russian Handover Looms”

The “Hraparak” newspaper reports that despite population movements from Armenia, there are plans to change the Constitution. These plans, which have been influenced by Azerbaijan and Western powers, have not been taken off the agenda. Only new amendments to the Constitution can allow Armenia to hand over power to the Russians.

The speech is about the 102nd military base in Gyumri, which operates under a 1995 intergovernmental agreement. In 2010, changes were made to the agreement, extending the deadline for the base’s deployment until 2044. However, there is currently no provision in the agreement to resolve this issue. A new agreement would be needed to prevent Armenia from giving any other power control over its territory.

In August 2010, the N5 protocol was signed by the President of Russia, Dmitry Medvedev, during his official visit to Armenia. This protocol is an addition to the 1995 Armenian-Russian Agreement and covers the military and military-political aspects. Although these activities were initially limited to the boundaries of the CSTO, the signing of the protocol removed this restriction. The Russian side received guarantees for ensuring Armenia’s security and the right to use its military bases with actual troops. The 102nd military base in Armenia currently has around 5,000 soldiers stationed there.
