Government Agencies in Armenia Make Million-Dollar Purchases from State-Owned Enterprise “Hpart Kaghakaci”

The “Hraparak” newspaper has reported that various government agencies in the Republic of Armenia have made purchases totalling 328 million 125 thousand drams from the state-owned enterprise “Hpart Kaghakaci” since May 21, 2019. These purchases have been made by government bodies such as the National Assembly, ministries, municipalities, and services. The most recent purchase was made by the Prime Minister’s staff on February 12, with computers worth nearly 19 million drams.

“Hpart Kaghakaci” primarily sells computer, telecommunication, and office equipment, and its majority shareholder is Aram Albert Stepanyan. It is interesting to note that the company pays a monthly fee of 1500 drams to the founder of the insurance company Zinvorner for insurance coverage. Additionally, despite its significant contracts with government bodies, the state-owned enterprise only has one registered employee, which is unusual even for a small bakery.
