“European Committee of Ministers Holds Meeting to Monitor Human Rights Implementation in Strasbourg”

The Committee of Ministers of the Council of Europe held a three-day meeting in Strasbourg from March 12-14, with the goal of monitoring the implementation of judgments and decisions made by the European Court of Human Rights. The Council of Europe’s Secretariat reported this information. Representatives from various countries, including Armenia, Azerbaijan, Bulgaria, Croatia, Cyprus, Finland, France, Georgia, Russia, Turkey, Ukraine, and others participated in the discussions. The Committee approved a list of cases to be examined at the next meeting, which is scheduled for June 11-13, 2024.

Regarding Azerbaijan, the committee discussed court decisions that highlighted violations of demonstrations and freedom of expression, inadequate medical assistance in prisons, personal lives of applicants and their rights to freedom, torture and inhuman treatment, and the right to fair trial and respect for private and family life, including the right to vote. It is worth noting that the Committee also examined “the case of Makuchyan and Minasyan vs. Azerbaijan and Hungary,” which involved the murder of Armenian soldiers Gurgen Margaryan by Ramil Safarov. The Committee stated that the imprisonment in Azerbaijan was not carried out to prevent the commission of further unlawful acts based on ethnic origin.

According to the European Convention on Human Rights, the decisions made by the European Court of Human Rights regarding individual rights are legally binding.
