“Hraparak Newspaper Uncovers Controversial Changes in Social Benefits Law for Artsakh Residents: Financial Implications and Political Turmoil Ensue”

The “Hraparak” newspaper has reported a recent change in the law concerning social benefits for the residents of Artsakh. Now, these residents have the opportunity to receive their earned benefits even if they choose not to become citizens of the Republic of Armenia. This decision is expected to have significant financial implications. The political party of Artsakh has approached KfW, suggesting a program to return the benefits of Artsakh residents for the years 2019-2023. However, KfW has redirected the party’s proposal to Tigran Khachatryan, the Deputy Prime Minister responsible for matters related to Artsakh residents.

In response to this situation, a formal inquiry has been sent to all high-ranking officials of the government. Surprisingly, most of them are not involved in the process. To seek clarification, the newspaper attempted to send an official inquiry to the office of the Deputy Prime Minister, listed as the address of the Ministry of Finance.
