“Government of Armenia Unveils Draft Amendment to ‘Law on Education’ – Public Opinions Welcome till March 17”

The Government of the Republic of Armenia has released a draft amendment to the “Law on Education” for public discussion. The proposed changes and additions aim to modify the “Law on Education”. According to the draft, the term for the right to apply and participate in the state examination for the position of head of the education department will be five years. The appointment of the head of the department for education management will be determined upon approval. Additionally, the draft amendment states that the head of the education department will exercise their authority until the completion of their powers, the fifth stage of the education inspectorate, and the submission of the certificate.

If the new management program is implemented, the appointment of the head of the education department will require a positive result from the working group responsible for the program’s implementation. The appointment will also need to follow the provisions of the certificate, although certification requirements are not clearly defined. Therefore, it is necessary to establish a management system that includes criteria and a mechanism to ensure the implementation of certification terms and conditions for the heads of the new education management system.

In line with ongoing reforms in general education, such as the introduction of new mechanisms for professional development and accountability of teachers, and the pilot implementation of effective educational systems, it is essential to revise requirements that do not align with the qualifications of teachers or principals. Clear criteria are needed for principals to effectively implement the potential consequences of the new education management system.

Furthermore, the conditions for teachers providing psychological and pedagogical support to children should be clarified to comply with the criteria for professional development set by the state education system. This will enable teachers to be qualified as professional pedagogues.

The draft proposal also suggests establishing new norms to provide comprehensive support to students in terms of socio-psychological support. This support would be granted to teachers and educators through appropriate professional development, ensuring its practical implementation.

Citizens and interested parties are encouraged to submit their proposals and opinions regarding the draft proposal through the official website of the publication of legislative acts until March 17.
